state.scroll should use scrollIntoView somehow #162

Because https://github.com/pageboard/client/blob/7408a78070f426e796b2434726648dcb4b982f7b/packages/site/ui/nav.js#L1-L34 does not deal with a lot of cases (left to right, element already visible, etc...)
