[Feature] View starter list / Pokédex from menu #3043

Is your feature request related to a problem? Please describe. I often find myself saving and quitting or refreshing the window to check my current dex, be it for forms, genders, candy count, specific shinies before risking endless runs for a catch, etc. Being able to see what I have in my starter pool at a glance from the menu would circumvent this.

Describe the Feature Simply being able to view the starter pool from anywhere the menu is accessible, be it through a new top-level menu item or nested below stats. More or less a stripped down "new run" screen without the functionality needed to start a new run. Being able to see what evolutions have been owned is also a much desired dex-esque feature for those of us trying to 100% our seen / owned stats.

Not quite a duplicate—my suggestion involves the inclusion of checking whether an evolution has been obtained, not just checking starters.
