[Balance Bug] Champion team comp levels #4239

Describe the bug

Right now champions use the CHAMPION trainer party template which is CHAMPION: new TrainerPartyCompoundTemplate(new TrainerPartyTemplate(1, PartyMemberStrength.STRONGER), new TrainerPartyTemplate(5, PartyMemberStrength.STRONG, false, true)),. This means their strongest pokemon is their lead.

However, except Red, most of their leads are not intended to be their highest leveled Pokemon. This means tweaking the party template to make the STRONGER line up with their actual aces. Alternatively the champion team config can have two STRONGERs since many champions have both a legendary and alternate form. Below I've listed what I think would qualify for the 2 potential candidates to be higher level

Blue: mega pidgeot, alakazam Red: mega starter, g-max pikachu Lance: dragonite, mega lati@s Steven: mega metagross, dialga Wallace: mega swampert, palkia Cynthia: mega garchomp, giratina Alder: volcarona, zekrom, maybe keldeo Iris: haxorus, reshiram, maybe g-max lapras Diantha: mega gardevoir, xerneas Hau: solgaleo/lunala, starter, maybe tapu Leon: g-max charizard, zacian/zamzenta Geeta: kingambit, miraidon Nemona: pawmot, koraidon, maybe starter Kieran: ogerpon, terapagos, maybe hydrapple

Expected behavior

Wallace having lead Pelipper being the highest leveled feels weird when there's a mega swampert, palkia, and milotic
