Rotom can spawn and learn TMs which contain the moves locked to its forms.

[Bug] Paldean Tauros and Lycanroc Forms have Acess to Other Forms' TM Movepool https://github.com/pagefaultgames/pokerogue/issues/4361

This is probably the same issue
