Added workflows:

.github/workflows/legacy_code_review.yaml
.github/workflows/legacy_deploy_pipelines.yaml
.github/workflows/legacy_publish_sdk.yaml

Motivation and context

These workflows are required to be able to migrate all functions pipelines to Azure DevOps.
