feat: [IOPID-1579] Adopt the new DS on `RefreshTokenLoadingScreen`

Short description

This PR addresses the redesign of RefreshTokenLoadingScreen by adopting the new DS. This PR takes the chance to fix a regression that removed SectionStatusComponent on IngressScreen and EmailValidationSendEmailScreen.

How to test

• Test FL session refresh and check that the new loading screen RefreshTokenLoadingScreen is shown during the token refreshing.
• Test that there are no regression on IngressScreen.
• To test the banner visibility inside IngressScreen and EmailValidationSendEmailScreen, set is_visible: true inside backend.ts for section keys email_validation and ingress.
