Missing 'monitoring' section of internal config prevents startup #103

If the "monitoring" section of the internal configuration for the Trust Router is absent, it refuses to start:

tr_cfg_validate_internal: Error: invalid monitoring port (0).
tr_parse_config: Error: INVALID CONFIGURATION
tr_read_and_apply_config: Error parsing configuration information, rc=1.
Error reading configuration, exiting.

This should be a valid configuration that does not enable monitoring.

If this is merged, according to the description, this bug should be fixed and hence closed.
