Remove TR_MQ message priorities #81

This was an unnecessary feature that had caused several bugs, most recently #80. Rather than debug that, this removes the priorities, returning to a simple queue.

This resolves #80.

Only the last commit (38aac4c) is unique to this pull request The others are all part of #79, so it's probably easiest to review that first and then ignore all but the last commit here.

On this pull request, I got conflicts that need to be resolved, even though I did them all in the order indicated in the project. Jennifer, could you resolve the conflicts and merge? The changes look fine.
