"Issue attachment storage quota exceeded."- unable to attach to reports. #757

What steps will reproduce the problem?
Step 1. Navigate to http://code.google.com/p/ardupilot-mega/issues/entry
Step 2. Attachment field is not available with error message "Issue attachment 
storage quota exceeded." 

What is the expected output? What do you see instead?
Expect to have the ability to be able to attach files to manage issues.

Chris can you delete some old closed issues.

I've tried deleting big attachments, but I can't make much of a dent in it. I 
just don't know where the storage is being used up. I also can't figure out how 
to completely delete closed issues. Have you found a way?

can you give me a little more access to the issue list? as i dont have the 
ability to do anything like that at this stage.
ie
 DeleteIssue  Delete/undelete an issue under my user permissions.
