Mission Planner "Set WP" drop-down emoty even when mission is not #852

What steps will reproduce the problem?
1.Create a mission and write it into UAV with "Write WPs" button.
2.Restart MP, reconnect to UAV
3.Reload mission from UAV with "Read WPs" button

What is the expected output? What do you see instead?
Expect to be able to switch to any WP in the mission with the Set WP button and 
associated drop-down on the Actions page in MP.
Outcome: No waypoints in the mission other than #0 are selectable because they 
do not appear in the drop-down.

What version of the product are you using? On what operating system?
MP 1.2.32, ArduPlane 1.68

Please provide any additional information below.
MP should update the number of WPs also upon reading WPs from UAV and/or it 
should let the user enter an arbitrary number.

This appears to still be occurring with APM Plane 3.0.1 and MP 1.2.99.

When I program a mission in MP and write to plane the plane can execute but the 
only way point in the Set WP drop down on the Actions Tab in Flight Data is 0 
(Home).

This occurs even after reading back mission and watching the plane change 
waypoints through the mission.
