GCS Failsafe Problem ArduPlane v.2.73 #925

What steps will reproduce the problem?
1. Plane flies in AUTO
2. Encounters short telemetry interruption; short GCS Failsafe deactivated

What is the expected output? What do you see instead?
Should continue mission, since telemetry interrupt was only short.
Instead RTL was triggered immediately.

What version of the product are you using? On what operating system?
APM 2.5, ArduPlane 2.73, Windows7

Please provide any additional information below.
Failsafe worked in ArduPlane v 2.72 like it should
