During the migration of IRC commands to Helix, the /clear command was skipped due to only being used in pb2exec .... but it was used in pb2exec, and still could be.
When it comes to users who get Twitch banned before they are actioned on, there is no way to moderate their message and reply threads can be continued to be used on them.
/delete times out after basically negative time time
/ban & /timeout cannot be used on banned users due to Helix's userLookup failing
I don't care which one is added, but it needs to be one of them, otherwise I'm having to timeout every idiot that replied
