Polish GitHub commit webhook

• Load a max of 5 commits from a push event
• change minimum required Go version to 1.21
• add co-authors & clean up github webhook code & add tests
• Add changelog entry

This PR currently requires Go 1.21 - if I remove the min function I can remove that restriction
