Extract useref functionality to separate module #8

I have separated useref into a separate module, for use outside Grunt: https://github.com/manuelcabral/useref .

You can consider using this for grunt-useref. The main difference is that the grunt templating and logging have been removed.

Also, let me know if you would like me to transfer the repository to you.
