Build a multi-arch builder that can run on ARM64 and AMD64
Testing scripts: push the builder to a local registry. This is what we do in the Jammy Tiny Stack for the same reasons as listed here. Essentially, it’s so we can work with the multi-arch image without having to push it to a real registry.
Split the smoke.sh process into a build.sh step to make the builder and smoke.sh to test it
Workflows: test on AMD64 as well as ARM64
