Support jammy and upgrade buildpack API

Part of https://github.com/paketo-buildpacks/nodejs/issues/607

• Adds Jammy as a compatible stack
• Update buildpack API, resolves #85
• Clean up SBOM tests
• Tests will fail until Yarn buildpack release with Jammy support is cut
• [x] add testing strategy for testing with jammy and bionic builders

What's the deal here? Do we need to wait for this other PR to get merged?

@ryanmoran It shouldn't matter now as the other PR has been merged in. I only made the changes to the buildpacks in order to test everything out ahead of time, and thought I might as well push up the changes.
