From the conversation in the linked issue it seems that the full stack successfully builds a Ruby on Rails app with a MySQL database as expected. Additionally, I do not think it makes sense to add any database header packages to base image at this time as they typically have a lot of dependencies and not all apps use them.

Therefore I am going to close this RFC.
