Going to do - add publishing workflow first as it unblocks adding a buildpackless builder which is needed by the integration testing that @pacostas is working on for https://github.com/paketo-community/ubi-nodejs-extension

@pcostas is starting to look at add USN polling mechanism back in likely to be a different mechanism but cover the same requirement.
