Updates github-config #59

@mhdawson Merge this PR https://github.com/paketo-community/ubi-base-stack/pull/60 instead and close that from github-config. The reason is that it removes the options.json file, despite is on .syncignore, probably this happens due to this PR is been for a long time open and specifically since the options.json wanst on .syncignore.
