Syncing parts of create release with the ones from github-config

Summary

These PRs have been merged:

So now we can sync the release/notes and release/create actions with the one from paketo-buildpacks/github-config. Also this PR removes the unnecessary stored actions as now we use the ones from paketo-buildpacks/github-config
