Open Transifex up #193

You might want to open up the Transifex config so that Transifex members do not 
need to be pre-approved to contribute translations and/or make me team 
leader/admin as you suggested.

I can't yet because I still have to manually manage people still submitting 
GitHub pull requests so that the pull request won't overwrite the Transifex 
translations if someone is already translating @ Transifex.

I'll open up as soon as I can.
