Can VirGL be added to Mesa3D?

I know there is work to get VirGL to build for Windows but there is a problem. It depends on virglrender kernel driver to run which is also ported to build for Windows. The kernel driver requires code signing on all virtio GPU stack components. You are probably going to get the binaries for it from virtio qemu guest iso.
