What steps will reproduce the problem?
1. Steps to reproduce at https://github.com/hexchat/hexchat/issues/1032

What is the expected output? What do you see instead?
  The download and installation of downloaded component (vcredist.exe) should work

What version of the product are you using? On what operating system?
  inno-downloader version 1.1.2
  Issue confirmed on windows 7 and 8.1
