HA Punchers and Clock Skew #2737

Need to investigate how multiple punchers work together in an environment where clocks are not properly synchronized. This may be useful for work for services that are interested in some approximate mapping of wall clock time to Atlas time (though they do not rely on it being strictly correct - where that term is very loosely interpreted).
