Section "collapsible" element is not accessible with keyboard navigation #6872

Steps to reproduce

https://blueprintjs.com/docs/#core/components/section

Actual behavior

Cannot access collapsable header with keyboard

Expected behavior

Should be able to access all interactive elements with keyboard
