Annotation Component #1894

It'd be good to have a first-class way to attach annotations to specific locations in data-space, for example notable dates or particular values. #1802 describes something similar.

These might be a Plot or something different. There are at least the following distinct "flavors":

Arrows
Images
Text

Testing Notes:

Arrow/Image/Text option all work
Arrow orientation can be chosen (maybe an angle out of 360?)
Arrow length can be altered
Image size can be set
Text appearance can be altered
Works with Time/Category/Numeric axes
Arrow appearance / Image size / Text can be data driven
