Require setuptools, pyls/config/config.py imports pkg_resources #929

Hey @hrnciar, thanks for your contribution. Unfortunately this repo is not maintained anymore.

However, the community created a fork of it in https://github.com/python-lsp/python-lsp-server. We'll include your PR there.
