Remove publishing and remove gradle plugin #749

We are moving the publishing bit of this repository as well as the spark-docker gradle plugin to internal palantir github as a consequence to the impossibility to publish to bintray.

We want to keep this repository as 1:1 of the internal, with publishing being the only difference so we can do so by removing all the publishing tasks and the image generator plugin
