config: labels #1

We should take advantage of GitHub label system to better track our progress on project tasks. Each of this label should represent a state and should have a color that properly identifies it.

Label Description Color Context
P1 Issue with high priority $\color{#D93F0B}\textsf{D93F0B}$ Task Prioritization
P2 Issue with medium priority $\color{#FBCA04}\textsf{FBCA04}$ Task Prioritization
