intervals should sort by "lag" second #15

1.1 sorted by "eag" as specified in the order= argument, then by "lag" descending. 1.2 needs to do the same thing.

This has been fixed on phylum and teststrata. The fix has been merged into the 'master' branch on phylum, and into the currently checked-out branch on teststrata.
