Remove requirement that a public Collection must have Specimens #38

Currently, a Collection cannot be public without having Specimens assigned to it. This creates a chicken/egg problem because a Specimen must be assigned to a Collection when it is created.

Remove the logic that requires this. Also, remove the ability to assign Specimens when creating a Collection. Specimens must be assigned to a Collection from the Specimen form.
