Reference priority #56

We currently track the order of authors for a reference. We will need to similarly track the order of references to a schema or collection - i.e., which reference is more important/relevant than the others.

@NoisyFlowers As discussed in group meeting, priority is not working for authors in client or API, so good time to get that sorted as well.
