geolocation point radius #57

One thing Mark suggests we could do better: use geolocation point radius - give the coordinates and give a radius

[note: i wonder if we should provide standards for this - since this is how one might deal with keeping site data private, but still have useable broad scale location data]

@doricon I don't see any special technical issues that need to be worked out to make this happen. If there aren't any I will move this into the "will be worked on eventually" column; otherwise, could you elaborate on what about this specifically you want to discuss.

Consistent reporting would be good in sense of always using meters, but have option of minimum <xNumberMeters (limit as to not get to specific) and maximum >xNumberMeters (limit as to say, location is beyond level of county or something like that?).
