improve project portability #4

I opened a project that had been shared with me, which contained some qosm layers.

Of course the data was not downloaded locally so I got many, many dud layer messages looking for tiles on paths like this:

../../../../.qgis2/python/plugins/qosm/qosm.cache/osm/17_72243_78676.png

Perhaps the plugin could fetch tiles if they don't exist? Not sure what else to suggest.

There is another project, "Quick Map Services" I think, that does what this project does but much better (and avoids this problem). Because that plugin is so good, I stopped maintaining this one...

For QOSM layers, I seem to remember that the dud layer messages can safely be ignored, and the QOSM layer can reload the tiles anyway. Unfortunately that's all I remember...
