bump to latest version of watchdog. Fixes #226 #227

For #226. Will merge once I verify watchdog won't break anywhere else.

I'm just gonna merge this to prevent OS X hiccups. It looks like we aren't using it but I'll keep it as a dependency until we do a full audit of project dependencies.
