Always read Universal in loadcalaccesscampaigncontributions #233

This fixes a new-line character seen in unquoted field - do you need to open the file in universal-newline mode? error I encounter when investigating #132.

I could be the only user seeing this newline error due to my borked OSX, but this commit at least makes the file opening in campaign contributions consistent with campaign expenditures.
