Pagination buttons provide way too many pages and the "last" button 404s

We probably need to look more closely at the pagination for the committee detail list sub-pages for filings, contributions and expenditures.

Commit 148eb11 should fix this issue.

Seems like a fix to me, though there might be something else wrong with the pagination I missed.
