Filing detail page is pretty spare and could use some love #73

Ideas

[ ] Expose more of the basic metadata
[ ] Iron out wrinkles in how breadcrumbs work with this sort of thing
[ ] Maybe include some contribs and expends lists on there in the same way we do on the committee detail page
[ ] Include a link to the source PDF on the state website

It also looks like some Filings don't have associated Summary data.

For example, vistining filing/121557/ shows almost nothing. I agree we need some more detail, but the Filing results, themeselves, aren't particularly beefy.

We could add the following:

The Form id Type: We could perhaps explain what this form type means and link to the Cal Access Docs
Perhaps more info on the individual committee.

I don't know, @armendariz what do you think should also be included on the Filing detail page?

Interesting discovery. We should verify that they aren't null simply because I screwed up the data merge.

Well I just reran the data filing 121557 is still empty. So we can either move forward on trying to find out if data got messed up or figure out a better view for filings
