Add config file support for specifying base package version for composer installations

@pdohogne-magento thank you for contribution. Provided solution would require additional test coverage and documentation. Also, mentioned use case is already supported, however was not documented properly. Proper documentation was added in scope of https://github.com/paliarush/magento2-vagrant-for-developers/pull/182/files#diff-9aaebc30bf9242c6a22dba0ea6590a40R8 and we can close current PR.
