Bpipe configuration defaults #26

At the moment you can put a bpipe.config file in the local pipeline directory 
to control certain behaviors of bpipe.  A lot of times however these are shared 
across pipelines so it would be helpful to have Bpipe load defaults from a 
common location (eg: home directory) and then merge those with a bpipe.config 
found in the local directory.
