You forgot to download requirements module Pls run pip install -r requirements.txt If it shows errors like pip not found then you have to reinstall python with add to path check box ticked Do it module by module Run pip install requests

cowin now blocking mobile nos for 24 hours and may block the mobile no permanently as per cowin helpdesk
