Previously, f_min and f_max were only effective for hyst_method="ramp" Now: for all If no saturation desired: set f_min and f_max with large margins in nml-file

This solution will break the kill-switch for the adaptive forcing methods. Another solution has already been committed in tagged version v1.753.
