Implement Resx files for API and Website for easy grammar corrections and localization. #19

We should remove any strings that are forwarded to customers in any way shape or form from pre-build code. This can cause problems if there are small writing errors having to push an update to the actual file itself. This shouldn't be necessary. We can just use resource files to alleviate this issue.

This should be done / delivered over a cdn, that allows us to easily add and change localizations. This would reduce the "work" required for us. Maybe doing something else than a RESX is also possible to do this more easily.
