Configuration program which lets you configure pam_panic's (and therefore PAM's) behaviour #65

Actual behaviour
People have to configure pam_panic by themselves. Some don't have time or can't bring up the effort to do so.
Expected behaviour
A configuration program can help to just have it like "run, see, configure, done".
