[Part 1] Dependencies update and use solc `0.8.26`

This PR does the following:

[x] update forge-std and install forge-gas-snapshot -- same version as v4-core
[x] update to solc 0.8.26 following v4-core
[x] revert depth to 15 as the latest foundry update to 500 https://github.com/foundry-rs/foundry/pull/7957

TODO: in future PR: consider tweaking lesser runs but increased depth based on the feedback on https://github.com/foundry-rs/foundry/issues/7848
