Data is inaccessible to user with access privledges for single agency #2

What steps will reproduce the problem?
1. User with access to single agency logs in

What is the expected output? What do you see instead?
Application should take user to 'agency overview' page

Instead, no agencies are listed, do data is accessible.  Only option is user 
profile link and modifications.

Please provide any additional information below.
Temporary workaround is to give users access to additional dummy agency.
