XInput Capabilities.Vibration.Left/RightMotorSpeed return wrong values? #814

Hey guys, long time no see.  I've got a bug report for you:

I'm using version 4.0.11.43 (think it's the 2011 March release).  And when I 
read the Left/RightMotorSpeed from the Vibration property of the Capabilities 
value type, they return 255.

According to the MSDN XInput docs (and the docs for SlimDX), the values should 
be 65535.

For a moment I thought my XBOX 360 controller was busted ;)

Actually, never mind.  I just did some testing and it appears that it's 
XInputGetCapabilities that's returning 255, so who knows what's causing that.

Ah, a TapeWorm bug report! Brings back old memories, it does.

Oh wait, is this actually a bug report? I looked at the code in question and it 
all seems sane enough.
