Refactor panda-cluster to Be Developer Friendly #64

The basic functions of panda-cluster have been established. We are going to start rapidly iterating on the codebase as we add functionality to Huxley. Unfortunately, as a proof of concept draft, the codebase is a little rough around the edges.

Refactor the codebase so it's a little easier to read and understand. Break the code into more responsibly sized files and provide basic developer documentation.

@PandaWhisperer and @peterlnguyen I should complete this by Monday. Afterwards, I encourage both of you to look it over and get a feel for everything it does.
