Monitor Cluster Deletion #66

@peterlnguyen, I'm assigning this to you. I'll be working on the cluster creation monitoring, so I'll be around to talk to you about the panda-cluster codebase. We'll be able to work on similar, but separate and valuable features of panda-cluster. Cluster deletion is a similar to creation, just in reverse and shorter, haha.

As the cluster is deleted, this information needs to be passed to the API server where it can be presented to the user's CLI.

This isn't very convenient until panda-cluster is refactored. Maybe not until Alpha 05. It's not a very high priority compared to what's already been achieved with startup monitoring.
