Propose Huxley CLI Interface for Viewing Application Status #71

The user needs to be able to see information from the Huxley API. We should brainstorm how to show this information on the command-line. We should also decide how the user accesses this information. Should it be a part of cluster describe or should there be an app subcommand?

Please propose solutions to these problems.
